[Sticky] Feedback and suggestion for Arkouda.xyz

After the changes it looks much better and smoother in general, but noticed few things:

• The gap between cookie consent popup and sides looks unnatural, there should either be no gap or the popup should occupy as much space as the text needs horizontally, with slightly bigger gap vertically
• Arkouda coins and votes should not display when the user is not logged in, it's strange to show balance for a user that doesn't exist
• The forum can take up more of horizontal space than it does now (it's especially visible on mobile devices)
